Explaining Big Government: By the People or Against the People?

‘Government by the people’ or ‘government against the people’?  Nobel laureate James Buchanan used these terms to to examine the size of government relative to the economy, which has steadily increased since the beginning of the 20th century in most developed economies, including Australia.
