The Organisation of Residential Aged Care for an Ageing Population

Warren Hogan | PM76 | 02 July 2007

At the heart of this new paper is the re-assertion of the need for a system of accommodation bonds. Hogan reiterates that a key factor limiting the supply of extra beds is the high cost of developing new facilities.  The fair and efficient solution is to allow service providers to use the capital assets of their residents while they remain in the nursing home, and to return the capital, less a retention fee.
